Dear Mr. chairman, dear Mr. CA D.D. Agrawal,
On September 13, the International Council of Social Sciences, the
International Council for Science, and the International Council for
Philosophy and Human Sciences declared 2016 the International Year of Global
Understanding (IYGU) at the World Social Science Forum in Durban, South
Africa. For the first time in the history of science, the three major
international science organizations are engaging on a project on a global
level.
ICSU has 32 Scientific Union Members and 120 National Scientific Members
covering 140 countries. ISSC represents 15 Scientific Unions, 34 Member
Organizations, mainly national funding organizations, and 10 associate
members in more than 100 countries. CIPSH encompasses 12 Unions, represented
in 148 countries. In addition IYGU is part of the Future Earth initiative,
co-sponsored by ICSU, ISSC, UNESCO, UNEP, UNU and the Belmont Forum. IYGU
has access to this truly global network of scientific organizations.
The International Year of Global Understanding ? based on an initiative of
the International Geographical Union (IGU) ? recognizes that global social
and climate changes require a global level of understanding. It aims to
bridge the gap in awareness between local actions and global effects, as
well as provide information on culturally differentiated ways of reaching
global sustainability. The International Year of Global Understanding aims
to develop a blueprint for a new geographical view of the radically changing
world.
Specifically, the International Year of Global Understanding will address
the ways we live in an increasingly globalized world and the transformation
of nature from the perspective of global sustainability ? the objective the
IYGU wishes to achieve for the sake of future generations.
To achieve this objective, genuine transdisciplinary research is a
first-order necessity. We therefore need to overcome the established divides
between the natural, social, and human sciences. Natural and social
scientific knowledge has to be integrated with non-scientific and
non-Western forms of knowledge to develop a global competence framework. In
this context, effective solutions based on bottom-up decisions and actions
need to complement the existing top-down measures.
The key element of the bottom-up activities are the Regional Action Centers
(RACs), which, in their continental, regional, and national reach, will
organize IYGU-related activities in the framework of the UNESCO declaration
of November 2013. Please find attached the UNESCO resolution and the RACs’
specific action program, as well as the official press release by ICSU about
the proclamation and some statements of leading scientists and key persons
in the field of global sustainability policies.
I would like to invite you to host an IYGU Regional Action Center at CSR
Research Foundation for South Asia. It would with the global secretariat at
the Friedrich-Schiller-University of Jena (Germany).
My colleague Prof. R.B. Singh approached me and declared his interest in
becoming the coordinator of such a Regional Action Center. We would indeed
highly value CSR’s engagement in the global activities of the International
Year of global Understanding.
Hosting a RAC will certainly be an opportunity for the hosting institution
to enhance their visibility and public relations at the national level and
particularly at the continental and global level.
